There is also a pre-investment route (C12) for foreigners exploring or preparing a future investment before establishing a company — useful in the run-up to a PT PMA and Investor KITAS.

Who Is the Business Visa For?
The C2/D2 business visa is the right choice if you are:

It is not suitable if you intend to:

Business Visa vs Working KITAS — Don’t Get This Wrong
This is the single most important distinction for anyone coming to Bali for work-related reasons, and getting it wrong has real consequences under 2026 enforcement.
- A business visa (C2/D2) lets you attend to business — meetings, conferences, audits, exploration. You are not employed in Indonesia and not paid by an Indonesian entity.
- A Working KITAS (E23) lets you work and be paid by an Indonesian company. It requires an approved RPTKA (manpower plan), an IMTA work permit, and a DPKK levy.
Using a business visa to do paid work is illegal and is actively enforced in 2026 through Indonesia’s Dharma Dewata task force and village-level (PIMPASA) officers.
